Graham was the Department of Education and Skills’ lead adviser on programme, project and risk management to the Academies Division from January 2001 to April 2003. In this capacity, he developed the Academy's Product Breakdown Structure and risk management arrangements. Graham has extensive experience in the education sector in teaching, research, institutional management and administration in both local and central government. He has worked across the primary, secondary and further education phases.
